Governance bodies and separation of duties
Decision-making, execution and control are held by different bodies.
General Assembly of Members
Highest decision-making body. Approves the annual activity and financial reports, confirms strategy, elects the Executive Board and decides statutory matters.
Executive Board
Approves the annual plan and budget, authorises partnerships and grant agreements, appoints the Executive Director and supervises implementation. Decisions are recorded in written minutes.
Executive Director and administrative office
Manages daily operations, staff and volunteers, beneficiary records, procurement and official correspondence received at info@shrfpakrehab.store and +355 69 587 7111. Reports to the Executive Board.
Oversight and Audit Committee
Independent of the administrative office. Reviews accounting, donations, grant usage, procurement files and asset registers, and reports directly to the General Assembly.
How funds and resources are managed
- 1. Receipt and recording. Every donation, grant, membership contribution and subsidised service payment is recorded in the association's accounts under its Registration Number / TIN L42312451R, with the donor or source and the intended purpose identified.
- 2. Restricted funds. Where a donor or grant agreement designates a purpose, those funds are tracked separately and may be used only for that purpose.
- 3. Authorisation of expenditure. Expenditure follows the budget approved by the Executive Board. Spending above the threshold set by the Board requires prior Board authorisation.
- 4. Procurement. Purchases of assistive devices, equipment and services require a written comparison of offers, selection on value and clinical suitability, and retention of invoices and delivery documentation.
- 5. Asset and device registers. Equipment held by the association and devices issued to beneficiaries are entered in registers identifying the item, recipient, date and responsible practitioner.
- 6. No distribution of profit. No surplus is distributed to members, founders, board members or staff. Surplus is reinvested in the statutory programs.
- 7. Conflict of interest. Members of the governing bodies must declare any personal interest in a transaction and abstain from the related decision.
- 8. Review and reporting. The Oversight and Audit Committee examines the records and reports to the General Assembly, which approves the annual activity and financial report.
Requesting information, or raising a concern
Beneficiaries, members, donors, public institutions, auditors and partners may request documentation concerning our legal status, governance decisions or the use of a specific contribution. Requests are submitted in writing to info@shrfpakrehab.store or by telephone to +355 69 587 7111, and are logged by the administrative office with a written response.
Complaints regarding clinical practice are referred to the Clinical and Professional Committee; complaints regarding the use of resources are referred to the Oversight and Audit Committee. In both cases the person raising the concern receives a documented answer, and serious matters are reported to the General Assembly.
