About the association
A professional association created by rehabilitation practitioners, for people who were being left behind.
Shoqata e Rehabilitimit Fizik për Personat me Aftësi të Kufizuar (SHRFPAK) was established to close a concrete gap in Albania: people living with physical disability had rights on paper, but no consistent, affordable, professional rehabilitation service to make those rights real.
Our organizational history
SHRFPAK grew out of the daily practice of a group of Albanian physiotherapists, rehabilitation instructors and family members of persons with disabilities working in and around Tirana. They shared the same observation: after hospital discharge, most patients with spinal injuries, stroke, cerebral palsy, amputation or degenerative conditions were sent home with a diagnosis and almost no structured rehabilitation pathway. Families improvised. Progress that should have been achievable was lost.
The founders decided that the answer had to be institutional rather than informal. They constituted the association formally, registered it as a non-profit association in Albania under Registration Number / TIN L42312451R, established a permanent seat at Rruga E Kavajës Nr. 169, Tiranë 1001, Albania, and built a service model around three commitments: qualified clinical practice, affordability for low-income households, and documented accountability for every resource received.
Since then the association has developed from a small therapy practice into an organization that combines direct rehabilitation services, distribution of assistive devices, community and vocational integration activities, practical training for rehabilitation professionals, and advocacy with local authorities on accessibility and disability rights.

Non-distribution of profit
The association does not distribute profit to its members, founders or board. All income from donations, grants, partnerships and subsidised service contributions is applied exclusively to the statutory purposes of the organization: rehabilitation services, assistive devices, integration activities, training and advocacy.
Scope of activity
The association serves persons with physical disabilities and reduced mobility of all ages, regardless of gender, ethnicity, religion, political opinion or economic status, with priority given to households in documented financial hardship.

Core values
These five values are not decorative. They are the criteria our board uses when approving programs, budgets and partnerships.
Dignity
The beneficiary is a person, never a case number. Assessment, therapy and communication are conducted with consent, privacy and respect for the person's own goals.
Accessibility
Services must be physically, financially and geographically reachable. Where a beneficiary cannot come to the centre, the association organises home-based support.
Inclusion
Rehabilitation is not complete when a body moves better; it is complete when a person can study, work, travel and take part in community life.
Transparency
Legal identity, contact channels, governance structure and resource management are published openly and are verifiable by any institution or partner.
Professional excellence
Interventions follow recognised physiotherapy and rehabilitation practice. Staff and trainees are supervised, evaluated and expected to continue their professional development.
Accountability to beneficiaries
Every beneficiary may request an explanation of their plan, raise a complaint with the administration and receive a documented response.
Governance and leadership
Authority inside SHRFPAK is deliberately divided so that no single person controls both decisions and resources.
The General Assembly of Members is the highest body of the association. It convenes in ordinary session annually to approve the activity report and the financial report, to confirm the strategic direction of the association, and to elect the members of the Executive Board. Extraordinary sessions may be convened when statutory matters require a members' decision.
The Executive Board is elected by the General Assembly and is responsible for approving the annual program plan and budget, authorising partnerships and grant agreements, appointing the Executive Director, and supervising overall implementation. The Board meets regularly and records its decisions in written minutes.
The Executive Director and administrative office manage day-to-day operations: clinical scheduling, staff and volunteer coordination, procurement of assistive devices, beneficiary records, correspondence received at info@shrfpakrehab.store and +355 69 587 7111, and reporting to the Board.
The Clinical and Professional Committee sets service protocols, reviews the quality of rehabilitation plans, supervises trainees and handles any clinical complaint.
The Oversight and Audit Committee is independent of the administrative office. It reviews accounting records, donation and grant usage, procurement documentation and asset registers, and reports its findings directly to the General Assembly.
